Job Description:

This position is accountable for the overall administration of the Departments of Engineering and Traffic Operations. Combined, these departments are responsible for the design, construction, operation and maintenance of the City’s infrastructure including public buildings, streets, water and sewer lines, drainage, traffic signals and illumination. This is professional engineering and management work that provides advice and assistance to city departments and public agencies. This position provides technical direction and assistance to the planning, development and coordination of capital improvement programs and construction. Position is responsible for preparation and management of department budget and personnel management. Work involves technical report writing, design, construction management, plan review and staff administration.

Job Responsibilities:

  • Provides professional engineering advice and assistance to City Manager, City Commission, and other departments.
  • Directs administration of Engineering and Traffic Safety Departments.
  • Establishes and follows procedures for issuance of rights of way and utility permits.
  • Prepares and follows annual operating plan including budget.
  • Coordinate, review, design and construction of subdivisions and other private construction of infrastructure for compliance with city standards.
  • Reviews pay requests for design and construction projects.
  • Maintain current records of infrastructure and improvements.
  • Serves as Flood Plain Administrator as designated by ordinance.
  • Supervises the design and construction of capital improvements by staff and others.
  • Receives, reviews and responds to citizen concerns.

Job Requirements:

  • Requires the ability to work with a number of diversified and unrelated, intangible facts and elements. Usually no precedent is available. Planning requires consideration of the city’s overall policies, rules and objectives.
  • Requires the interpretation of data as a basis for making decisions.
  • Requires outstanding ability to work independently toward general results. Often no standard procedure available and little help is available for carrying out assigned work. Must originate, plan, adapt, invent, and continue to accomplish tasks. Supervisor may work with, rather than direct, worker in completing work problems.
  • Requires the ability to establish work procedures and performance standards in conformance with administrative policies and completes assigned duties with virtually no reference of detail to higher supervision; determines the structure and function of a work unit composed of employees of various skills and responsibilities, arbitrates questionable items within the limits of general policies.
  • Requires extensive knowledge of the principals and practice of engineering and management in order to interpret and explain highly specialized technical methods and techniques, and to organize, develop and coordinate activities that are complicated, diversified and highly technical.

Qualification & Experience:

  • Requires a minimum of ten (10) years of progressively responsible experience of which 5 years or more shall involve supervision of construction, design or maintenance work, and of which 5 years, minimum, shall be administrative in nature. Experience should be such that the incumbent has extensive knowledge of the work performed by each of the departments within the Bureau.
  • Requires Bachelor of Science Degree in Civil Engineering or related field and registration as a Professional Engineer in accordance with the regulations of the Texas State Board of Registration for Professional Engineers.
